Basic Information:
- He was favored by Okubo Toshimichi (native of Satsuma)
- He was finance minister
- He later became prime minister of Japan in 1891


Major Achievement:
- He created stable papar currency backed by silver and then by gold
=> This helped to solve Meiji government's fundamental fiscal problems
